A "HAND"

Concept: The Game, Heaven, Forming a "HAND".
The structure of Government:
A citizen of "10" is a person playing "The Game"
who has recruited 10 more people into playing "The Game"
Be Cause-- A citizen of 10 who has convinced 10 others their pet cause is worthy. 
IE. 'clean water' 'clean air' 'nutritious food''no nukes''no war''expansion into space'.
'freedom with respect for the rights of others'.
These citizens are available for action within those agreed upon causes.
Citizens may barter their causes. IE. I'll help with your whales if you'll help
with my clean water. 

Title, Community, Citizen of 10.
Any Citizen of 10 may become a thumb and form a hand.
The "Hand" is formed of 5 citizens of 10.
The Thumb is a position of initiation.

See a need 
Consider the viewpoint of the community, 
Formulate a solution.
Present it to the fingers for discussion.
Organize the solution into a hypothesis of action.
Organize the hypothesis into an innititive.
Define the action.  (Such as notify your mayor of what the group wants.)
Each of the members of the hand presents the refined statement to his 10.
Each of the members of the hand has to reach consensus with their 10.
Resubmit to the hand. When consensus of 55 is reached,
Poll out to the level of the group in need. 
With 3/4 majority the whole takes action.
