  10. Act, with the powers of 10, A beginning on a higher plane.

Citizen, Responsibility

  1. Is there a need.
  2. At what level of citizenship does this apply. Limit "Action call to that level"
    If it works, pass it on as a pilot solution to other citizens of the same level.
  3. Define the problem.
  4. Is their ability in the power of 5 to solve it. !A HAND!
  5. Set up discussion in a formal manner to evaluate potential solutions.
  6. Each member of the hand, contacts 10 members, at a discussion roundtable.
  7. Discuss untill consensus is reached.
  8. Return recommendations to the hand.

    Town meetings and handouts for those without computers.
    Handouts explanation and poll, return to the person with the computer.
    This could be signatures for a petition for instance.
    Each person with a computer contacts at least 5 people without computers.
    These should be people you know and can talk about things too.
